Synopsis

The monograph systematically and consistently discusses the basic theoretical approaches to public-private partnership (PPP), especially the legal regulation of PPP in Russia. The foreign experience of using the PPP mechanism, as well as the mechanisms and forms of PPP is presented. The issues of PPP development in the system of strategic management tools of the Russian Federation are considered. The problematic issues arising in the implementation of PPP projects in the mineral complex are investigated. It is noted that in the Russian market of PPP projects there are practically no projects related to the mineral resource complex, that the investment mechanism offered by many Russian researchers is based solely on attracting budget investments. A serious factor hindering the development of PPP projects in the mineral and raw materials sector is the huge number of quasi-PPP projects, that is, projects with a short term and volume of investments. The prospects of PPP mechanism development in the mineral and raw materials complex are determined. The main directions of development of public-private partnership in subsoil use are proposed.
